This project was the implementation of Phase I of the Design work which had been carried out by Reid Crowther. The project itself was originally conceived as entailing the installation of 1,200 km of watermain throughout the City of Lagos with diameters varying from 100 mm to 1200 mm. Ultimately because of budgetary constraints, the size of the work to be undertaken for this particular project was scaled back to 800 km of water pipeline. This installation also included service connections to the properties along the routes of the pipeline and a total of approximately 60,000 service connections was anticipated. Poorer areas were served by water fountains located in these areas and approximately 120 water fountains were installed. Connections were made to existing watermains and the project increased the size of the water supply system from 1100 km in length to 1900 km in length.

Reid Crowther provided construction supervision services and engineering support to our client for this project. The specifics for these services were as follows: Assistance with the tender call and evaluation of tenders received on 14 of the 17 Contracts anticipated under Phase I. One Contract was tendered by the Lagos State Water Corporation before the appointment of Reid Crowther and two other Contracts were cancelled due to budgetary constraints. Reid Crowther provided ongoing support to the Client who acted as the Engineer on these projects throughout the 4 year construction period. These services included all of the unusual Resident Engineering duties associated with a project of this scale such as advice on extras and claims by the Contractor, preparation of Payment Certificates, Supervision of the Installation of Materials by the Contractors, decisions on pipeline alignment, interfacing with all the approval authorities of Lagos State and the various utilities within the City
